Europe experienced widespread relief on Monday, as the tension sparked by the introduction of a new 28-point plan for ending the war appeared – temporarily – to have been stabilised. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The sequence of contrasting events captured the bleak nature of the recent timeframe. By day, diplomatic battles are waged: positive announcements are released from different nations. Immense energy is expended on containing specific proposals. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "peace".
After-Dark Attacks
As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor rocket firings from Russian territory, a capacity provided through timely intelligence. From observation points, defense planes that had been deployed to counter approaching guided weapons streaked across the sky – sophisticated military planes provided to Ukraine by European allies.
Moments later, Kyiv's air-defence systems engaged: multiple launches targeted at a hostile projectile. This was a advanced protection mechanism at work, presumably provided by Western nations. Every firing creates sudden vibrations, shaking the windows. The moment of terror quickly becomes grim resignation: perhaps the hostile projectile won't hit its mark this time, protecting urban areas from catastrophe and another blackout.
Ongoing Risks
Not long after, a heavy machine gun engaged a aerial vehicle somewhere nearby, part of a rapid response unit – probably imported technology. Unfortunately, the shots failed to hit the hostile drone – it continued its flight toward its destination.
Intermittently, this carried on until dawn. Kyiv faced the daybreak reports: several casualties, devastation and infrastructure problems in numerous residences as a result of the night's assault. As customarily, everyone still continued their routines – living the war. But those 24 hours illustrated Ukraine's critical military reliance on international aid – a need that regional partners are evidently unprepared to replace in the short term.
Unsuccessful Negotiations
The detailed framework from Washington generated strong feelings, discussion and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new approach from Washington unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually achieve victory. This pattern will, no doubt, continue.
Tactical Assessments
It is convenient to criticize specific actors of persistently promoting Russian terms. But that does not seem to be the complete picture. American leadership functions according to a principle well known to international relations experts: you cannot secure via talks what you have failed to defend militarily. The US administration believes that it is unfeasible to force Russia to surrender the land that it currently occupies in Ukraine's occupied territories.
The problem is that while acknowledging this situation, Washington does minimal to discourage Russia, through statements or actions, from thinking that the status quo will not shift further in its benefit in the coming year.
Conflicting Perspectives
Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their motivation to agree to terms that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's government remains highly assured in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding people and territory but averting a complete military breakdown until conditions improve in its benefit.
Current Realities
Factually, there are no genuine requirements for a ceasefire. Now, individual motivations are coming into play: political desires to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any initiative Kyiv finds unsuitable, so that their attention does not switch to internal issues. And although their objective will now be much harder after recent developments, it remains highly unlikely that this will change their overall approach.
These two forces are driving the talks.
Assessment and Future
It took a just a single week to terminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, recent disclosures, all did their job.
While new plans based on old ideas are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and show specific hesitation to change the course of events, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, primarily depend on continued Western support.
